The Ministry of Home Affairs conceptualized the project in 2009 not just as a database, but as a nervous system for internal security. The goal was ambitious: to connect over 16,000 police stations and 6,000 higher offices across the country. It wasn't just about digitizing First Information Reports (FIRs); it was about creating a comprehensive ecosystem where investigation, detection, and prosecution could happen in real-time.
At its core, the system acts as a bridge. When a constable enters data into the system, it doesn't just sit in a local computer. It feeds into a State Data Center (SDC) and subsequently links to the National Data Center (NDC). This hierarchical flow ensures that a crime pattern in one corner of the country can be analyzed centrally.
I recall speaking with a retired sub-inspector who served during the transition period. He described the old method as "investigation by memory and luck."
