Born in Somdal, a remote village in Manipur, Thuingaleng Muivah's early life was steeped in the traditions and values of the Naga community. The seeds of Naga nationalism were sown in the pre-independence era, fueled by a desire to preserve their distinct cultural identity and autonomy. The formation of the Naga National Council (NNC) in 1946 marked a pivotal moment, laying the foundation for a movement that would define the region's future. Muivah, witnessing the growing sentiment for self-determination, became actively involved in the Naga cause.
The political landscape shifted dramatically in 1975 with the signing of the Shillong Accord, an agreement between a section of the NNC and the Indian government. Muivah, along with Isak Chishi Swu and S.S. Khaplang, vehemently opposed the accord, viewing it as a betrayal of the Naga people's aspirations. This dissent led to the formation of the National Socialist Council of Nagaland (NSCN) in 1980. The NSCN, with its goal of establishing a sovereign Naga state, ushered in a new era of armed struggle. The initial years saw intense clashes between the NSCN and Indian security forces, as well as inter-factional rivalries within the Naga movement itself.
In 1988, the NSCN experienced a significant split, resulting in the formation of two factions: the NSCN (IM), led by Isak Chishi Swu and thuingaleng muivah, and the NSCN (K), led by S.S. Khaplang. This division, fueled by ideological differences and power struggles, further complicated the Naga peace process. The NSCN (IM) emerged as the dominant faction, advocating for a "Greater Nagaland" or "Nagalim," encompassing all Naga-inhabited areas in Northeast India and Myanmar.
A crucial turning point came in 1997 when the NSCN (IM) entered into a ceasefire agreement with the Indian government. This marked the beginning of a series of peace talks aimed at finding a lasting solution to the Naga issue. Muivah played a central role in these negotiations, representing the NSCN (IM) in discussions with government representatives. The talks, however, have been protracted and complex, facing numerous hurdles and disagreements. Key issues include the extent of Nagalim, the demand for a separate Naga constitution, and the integration of Naga armed groups into the mainstream.
Muivah's leadership has not been without its challenges and controversies. He has been accused of involvement in violence and extortion, and his hardline stance on Nagalim has been a major obstacle in the peace process. Critics argue that his uncompromising demands have hindered progress and prolonged the conflict. However, his supporters view him as a staunch defender of Naga rights and a symbol of their resistance against perceived injustices.
In 2015, the NSCN (IM) and the Indian government signed a "Framework Agreement," raising hopes for a breakthrough in the peace process. The agreement, the details of which remain largely confidential, is said to outline the broad principles for a settlement. However, significant differences persist between the two sides, and a final agreement remains elusive. The issue of Nagalim continues to be a major sticking point, with neighboring states expressing strong opposition to any redrawing of boundaries.
