While many activists drift toward either strictly Gandhian or Marxist ideologies, Adhav managed to synthesize the two. He adopted the Gandhian method of non-violent protest—Satyagraha—but applied it with a socialist’s fervor for economic equality.
It is fascinating to see how his medical background—he is an Ayurvedic practitioner by training—informed his social diagnosis. Just as a doctor looks for the root cause of a disease rather than just treating symptoms, Adhav looked at poverty not as a misfortune, but as a systemic failure. He realized early on that healing a patient’s body was futile if they were returning to a society that broke their spirit and denied them their daily bread.
The crown jewel of his activism is undoubtedly the Hamal Panchayat. In the 1960s and 70s, the headloaders of Pune were invisible to the state. They had no job security, no fixed wages, and no social security. They were physically carrying the weight of the economy on their backs, yet the economy refused to support them.
Dr. Adhav organized them. This wasn't easy. Organizing the unorganized is often like trying to herd cats; the workforce is transient, vulnerable, and often too afraid to speak up. Yet, through persistent grassroots engagement, he built the Hamal Panchayat into a formidable union. His efforts led to the passing of the Maharashtra Mathadi, Hamal and Other Manual Workers Act in 1969. This was a landmark piece of legislation. It was one of the first times the law acknowledged that manual laborers in the informal sector deserved the same protections—provident funds, gratuity, and medical benefits—as their counterparts in factories.
